Rules & Bylaws
Applicable Rules for the Borrego Open

"It's not about the golf" implies we're ultimately here to have fun and leave a positive impact on the community of Borrego Springs.

 

But rules are part of the game of golf and with our coveted Borrego Open Trophy on the line, we aim to have a consistent set of rules so everyone knows the drill. Below are the rules that apply to the annual Borrego Open tournament.

 

This is not an exhaustive list but it's the items we feel should be written somewhere in case anyone ever asks.

 

If you don't care to read it all, we'll keep it simple...just have fun and be cool...oh, and HTFB!

  1. Course Etiquette

    • Roadrunner Country Club's Expectations​

      • We are guests on a private course, so we must be respectful of their rules​

      • Collared shirts are required

      • If an errant shot damages someone's personal property (home, car, etc.), do the right thing

      • Keep profanity to a minimum, or at least quiet enough to not offend residents

      • Everything else can be generalized by saying mind your manners and represent our group well

    • Use of Facilities

      • Bathrooms

        • Located at holes #1, #9, and #14 - The club and residents will not tolerate any indecency​

      • Amphitheater

        • The Springs RV Resort graciously allows us to reserve this venue for our Calcutta and Raffle events. Please hold yourselves and others accountable for cleaning up after the day's events.

        • We make a deliberate effort to have plenty of trash cans on site, so please do your part to ensure we are welcomed back each year.

  2. Penalties

    • Red Stake - Lateral Hazard: +1, then drop within one club length laterally from where you entered the hazard. 

    • White Stake - Roadway, or other designated area: +1, then hit from previous spot [i.e. re-tee if tee shot lands on the roadway or crosses the roadway (e.g. goes over green on hole # 14 and lands in grass on other side of road)]. If the road is between your ball and the green, it's out of bounds.

    • Water Hazard (Hole #5) - Drop Zone: +1, then drop in the designated drop zone across the lake

    • Lost Ball - Bush, Tree, Someone's Backyard, or other lost ball: +1, then hit from previous spot (i.e. re-tee if tee shot or other errant shot is lost/unplayable)

    • All other PGA Rules apply

  3. General Courtesy

    • Pace of Play - Be mindful of how your pace potentially affects the groups behind you. Hole scores above a +2 don't pad your handicap anyway so HTFB!

    • No Gimmies - This is tournament play, so finish each hole no matter how short the putt is...no exceptions.

    • Music​ - You do you, but understand it's not for every golfer. Just ask those in your group first.

    • Feedback - Please be generous and direct with your feedback. We want this tournament to be the best it can possibly be. We only know how to improve if we hear directly from our golfers. Please send your feedback to info@borregoopen.org.

  4. Other Rules​

    • Handicaps - Each golfer earns a handicap (HCP) based on their last four years of participation in preliminary and tournament rounds. It takes three full years of participation for golfers to earn 100% of their HCP. Any score above a +2 is capped at a +2 for handicapping purposes.

      • Preliminary Rounds – Prelim rounds are optional and the best prelim round is used as an input in the calculation of golfer HCPs.

      • Tournament Rounds – There are two tournament rounds and they are weighted double in the calculation of golfer HCPs. Each year of play, golfers earn up to five “deemed” rounds [1 prelim + 4 tournament (2x2)]. In other words, golfer HCPs weigh heavily on how they perform in Borrego Springs.

      • Earning A Handicap

        • Year 1 – New golfers must attend ALL THREE preliminary rounds. This will earn them a 50% HCP they will use for the tournament in Borrego Springs. If new golfers do not attend all three prelim rounds to establish a handicap, they will receive a 0 HCP for the tournament.

        • Year 2 – Second year golfers, with three prelim rounds and two tournament rounds under their belts, earn 75% of their HCPs for use in their second year of prelim rounds and in the tournament.

        • Year 3+ – Golfers have earned the 100% HCP.

    • Tournament Fees - The 2024 Tournament fees are $225/golfer and cover the following:​

      • Fees are payable by cash, check, Venmo, Zelle, or PayPal:
        • Cash/Check - $225, paid/written to Steve Winchell

        • Venmo - $225, Click "Pay" and enter @winchy1953 or (619) 688-1919

        • Zelle - $225, Send to Steve Winchell (619) 688-1919 

      • Tournament fees cover the following:​​
        • Closest to the Pins (KPs) - $25

        • Food/Drink/Snacks - $40

        • Golfer Swag - $20

        • ​​Golfer Payouts - $80

        • Green Fees - $60​

    • Due Dates

      • Tournament Fees - Tournament fee must be paid NO LATER THAN the 2nd prelim round (Mar 24th, 2024). We must draw a line because the final golfer count is needed to order food, swag, drinks, etc. If you don't pay, you don't play.

      • Reserve Your Spot - For existing members, if tournament fees are not paid in full by the Memorial Round, their spot is not guaranteed. New golfers who pay their fees before existing members may start to take up the few spots we have before we max out at 60 golfers. Get your fees paid in a timely manner.

    • Max Number of Golfers (60)​ - The maximum number of golfers our tournament can accommodate is 60. While 18 foursomes equals 72 golfers, the limit of 60 is tied to our ability to have a successful Calcutta, raffle, dining, and scorekeeping experience. The event space and time needed to accommodate these activities for more than 60 goflers is beyond our current capacity.

    • New Golfers - We welcome new golfers of all types and skill levels. They'll fit in just right if they have a good attitude and their golf game has its highs & lows.​

      • New golfers should review our handicapping rules so they know what to expect as they earn their handicap over their first three years of participation.

    • Raffle Participation – We have a Raffle Committee that oversees the organization and participation of our annual raffle. 100% of our raffle proceeds go directly to the Children’s Center. It’s our most efficient means of funding our annual donation, so participation is paramount.

      • Minimum Prize Donation ($25) – While many of our golfers go above and beyond each year, every golfer is required to make a minimum donation of $25. This can be done in the form of cash or prize.

      • Raffle Buy-Out – To make it easy for golfers (procrastinators/delegators/etc.) to meet this minimum, our Raffle Committee offers a buy-out option. Golfers can coordinate the payment of $25 with the Committee, who will then purchase a random assortment of prizes on behalf of those who opt in.
